In Singapore, Tamil literacy is roughly 4% and still they have made it one of the official languages along with Mandarin, Malay and English. All kids are educated in mother-tongue and English which is the business language. They neither illogically claim English is an invader's language and try to dethrone it nor do they impose Mandarin (spoken by majority other than English, 65%) on all just like some Hindi-chauvinists try to do. Despite Mandarin being the majority language leaving out English, they never tried to impose it. Now, that's called respect.
In fact, Tamil Nadu is one of the very few states which almost closely follows Singapore model of linguistic system.
It's the few Hindi-speaking states which try to do away with English completely and impose their language on others.
So you propose Hindi to be made official language of TN? Perfectly alright only if Hindi-speaking states agree to use Tamil as one of their official languages just as Haryana did for a brief period (though it was a political move). Because in Singapore all languages enjoy equal status. Why don't we follow the same?
